Second Public Hearing Notice
The Town of Caryville plans to apply to the Florida Department of Economic Opportunity (DEO) for an FFY 2021-2022 Small Cities Community Development Block Grant (CDBG) of up to $600,000 in the Neighborhood Revitalization category. The activities, location, estimated dollar amounts, and estimated percentage benefit to low-to-moderate income (LMI) persons are as follows:
Park/Playground improvements will include renovation of the Caryville baseball field which is located at the corner of Wilson Street and Church Avenue. Proposed improvements will include bleacher renovation/replacement, fencing improvements, restroom renovation, lighting repair/replacement, and related baseball field repairs, replacement, or renovation. Park/Playground improvements will also include the construction of a pavilion/outdoor stage that will include new restrooms/changing area/showers at the park that is located next to the Caryville Town Hall. The site on which the pavilion will be located is on U.S. 90 between Peterson Ave. and C.R. 279 at 4440 Old Spanish Trail, Caryville, Florida. Note that the segment of U.S. 90 between Peterson Ave. and C.R. 279 is also named Old
Spanish Trail. The amount budgeted for park/playground improvements is $473,000 and the benefit to low- and moderate-income persons is over 51%. It is anticipated that the $473,000 in construction funds will be divided equally between the two park locations.
The project will also involve architectural/engineering design, construction observation, and additional engineering such as soil testing, surveys, and related. The amount budgeted for architectural/engineering activities is $79,000. The benefit to low- and moderate-income persons for architectural/engineering is not applicable. In addition, the project will involve grant administration. The amount budgeted for this activity is $48,000. The benefit to low- and moderate-income persons for grant administration is not applicable.
The Town of Caryville does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, the Town will assist them as described in the Town's anti-displacement and relocation policy, which is available for review at Town Hall.
A public hearing to provide citizens an opportunity to comment on the application for funding will be held at the Caryville Town Hall, on Tuesday, July 12, 2022 at 6:00 p.m., or as soon thereafter as may be heard, at the Town of Caryville Town Hall is located 4436 Old Spanish Trail, Caryville, FL 32427.

A copy of the final application will be available for review in the Town Clerk's office at Town Hall no later than July 15, 2022. The application will be submitted to DEO on or before July 21, 2022.
