This is to give notice that the Town of Wausau has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant Disaster Recovery (CDBG-DR) program under subgrant agreement number M0109 Service Area (SA) #1 – 2 nd Avenue Drainage Service Area:

03I Flood and Drainage: The Town of Wausau's 2 nd Avenue's stormwater drainage system is comprised of aging corrugated metal pipes with leaking seams that were further impacted by the substantial stormwater produced by the heavy rains caused by Hurricane Michael. With the damaged storm water culverts, 2 nd Avenue remains at serious risk of collapsing. Due to the condition of the stormwater drainage culverts and the instability it imposes on 2 nd Avenue, the

Town has stopped all semi-truck traffic on the road. This potential for collapse of 2 nd Avenue, places residents of 2 nd Avenue, and other residents of Wausau utilizing the road, at substantial risk of having an accident, especially during future hurricanes and heavy rain events. Therefore, the damaged stormwater culverts impose a serious threat to public safety for the residents of the Town of Wausau. Repairing the stormwater drainage culverts, headwalls and roadway on 2 nd Avenue, will provide assurances to the residents living on the street as well as other residents of the Town of Wausau, that 2 nd Avenue will remain passable and safe, especially during future storms and significant rain events.

The Town of Wausau received $407,542.00 in assistance, under Round Two of the Rebuild Florida General Infrastructure Repair Program, to repair the 2 nd Avenue stormwater drainage culverts to be resilient and remain fully operational during future hurricanes, significant storm events and other natural disasters causing destabilization of the Town's critical roadway infrastructure. This project will ensure the health, safety and welfare for the residents of Wausau, as well as for the essential Town staff working toward recovery in the aftermath of such events.

The Town will utilize its CDBG Disaster Recovery assistance to address the inadequacies of the 2 nd Avenue stormwater drainage facilities by removing the failing existing stormwater drainage culverts and headwalls, installing 100 linear feet of forty-eight-inch (48") reinforced concrete pipe, installing two (2) double forty-eight-inch (48") concrete headwalls, and installing 140 square yards of eighteen-inch (18") riprap over filter fabric. Additionally, the Town will utilize its CDBG Disaster Recovery assistance to make necessary repairs and reconstruct the

section of 2 nd Avenue's roadbed and pavement at the stormwater drainage project site.

The beneficiaries for the Flood and Drainage construction activity in SA #1 are the 31 persons residing in the 12 households within Service Area #1. A small service area door to door survey of the 2 nd Avenue Service Area was conducted. The results are the area is 87.09% Low and Moderate income (LMI). The project, if constructed, will greatly enhance the quality of life for the LMI households residing in the 2 nd Avenue Drainage Service Area.

A portion of the activities in Service Area #1 may be carried out within a floodplain and/or wetland. Approximately .04 acres of land located within a 100-year floodplain and a Freshwater Forested/Shrub Wetland (PF06C) wetland may be included in the construction area.

These activities will have no significant impact on the environment for the following reason:

The proposed project will make improvements to existing stormwater drainage infrastructure made up of undersized and dilapidated stormwater culverts that are failing and allowing storm water to washout and undermine the 2 nd Avenue roadbed and pavement impeding residents and emergency personnel safe westward access from the Town's center. These washouts from the existing failing stormwater infrastructure are also allowing roadway materials to be disbursed into the wetland and 100-year floodplain.

The Town of Wausau has evaluated and considered the potential options for completing this project outside the wetlands and the 100-year floodplain and determined that this is not possible

or feasible as the damaged infrastructure, the street above it and the resident's traffic are located in the project area. The Town considered the closing of 2 nd Avenue on either side of the wetland and 100-year floodplain, and rerouting traffic to existing roads around the wetland and 100-year floodplain to avoid conducting work in the 100-year floodplain and wetland areas. It

was concluded that this approach would impose unreasonable access limitations for 2 nd Avenue residents and other residents currently utilizing 2 nd Avenue and could impose avoidable life-

threatening delays for emergency responders. This action would require construction costs for constructing dead ends and turn arounds on each side of the wetland and 100-year floodplain,

and would require costs for signage, and for removal of the existing culverts, which would inadvertently still require work in the wetland and 100-year floodplain. Secondly, the Town considered the option of a beam bridge approach that would span over the wetland and 100- year floodplain and determined that the costs for engineering and construction would far exceed

the budgetary constraints of the grant and the footprints for the supports on either side would likely require acquisition of property in conformance with the Uniform Relocation Act, which

would further increase costs and extend project timeframes. This option would also likely require the removal of the existing culverts, which would inadvertently still require work in the wetland and 100-year floodplain. Finally, the Town considered the option of simply not moving forward with the project. This option would continue to impede access for the Town's residents,

particularly those residing on 2 nd Avenue, as well as access for vital emergency responders needing to respond to life-or-death calls. Taking no action would additionally result in the Town

continually having to expend money for repairs to 2 nd Avenue during and following major storms and heavy rain events.

The Town concluded while the proposed project is located in the 100-year floodplain and in a wetland, the best approach to addressing the access needs of the community, is to make

improvements to the existing infrastructure as initially proposed. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.

Although the project will be located in a flood plain and wetland, the Town believes that the current location of the proposed improvements cannot be undertaken in any other location due

to the scope of the project, the residents 2 nd Avenue serves and the fact that the proposed scope will improve existing stormwater movement within the project area, thus alleviating vehicular dangers resulting from 2 nd Avenue being undermined. There is, therefore, no practicable alternative than to continue with the project as proposed.

The proposed improvements conform to applicable floodplain and wetlands protection standards. The proposed action will not affect natural or beneficial floodplain and/or wetland values, and residents of the community will benefit from the project.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and or wetlands and those who have an interest in the protection of the natural

environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and or wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be

an important public educational tool. The dissemination of information and request for public comment about floodplains and or wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and or wetlands, it must inform those who may be put at

greater or continued risk.
